Mouse scrolling wheel problems?

About two months ago I purchased the Iogear GKM551R wireless keyboard/mouse set. I have no complaints about comfort or functionality and other things of the like, for both the mouse and keyboard have surpassed my expectations in all but one little issue.
About a week ago, I was browsing the internet, and scrolling down with the mouse wheel, and (I'm going to try my best to explain this) the rubber on the outside of the inner 'wheel' felt sort of like it "popped" off track. I quickly adjusted it back to where it was supposed to go, and it physically scrolls well going downwards, but is still slightly sticky going up. All in all, it FEELS relatively normal, as one would expect a mouse wheel to feel. However, there's one problem. It doesn't work. At all. I get no response whatsoever when trying to scroll anything, and have resorted to using the "pgup" and "pgdn" keys to scroll.

I can return it if I really have to, but I would really prefer not to, and if someone could explain to me why its not working anymore or if / how it can be fixed, it would be greatly appreciated.

PS: No, it is not a driver or software problem. It is a physical problem that happened to the hardware that caused it to (hopefully temporarily) lose functionality.
