Motorola Razr v3xx charge problem!?

Hello. I bought a Motorola Razr v3xx about a month or two ago. The phone works great its just that the phone DOES NOT charge unless the battery is completely dead! The phone can be plugged into a charger before it dies, but the phone will not charge til it dies. Has anyone else had this problem and how did you fix it? I have bought a new battery for it and it still does it, so that tells me its the phone. Does something need to be replaced within the phone? How can this be resolved?
