Motorola Minitor 3 Pagers...Please Help?

Just had a general question about these pagers. Do they act like any other handheld scanner? Would I be able to listen to fire companies dispatch tones around my area? Are they hard to program? I'd like to know because I'd like to buy one at somepoint. Please respond, I'd appreciate it. Thanks.....
