Motorcycle title for custom bike?

I've been thinking it would be fun to build a custom motorcycle using an engine from a 300ex or 400ex ATV. I can think of multiple problems initially, one of which is how to obtain a title to make it street legal. Could I buy a parts bike with a title and use it for my custom bike if I use some parts from it as well?

Anybody done anything like this?
