Not too sure of what kind of fork is on the 250...Anytime you do drop the front, you must drop the rear as well. You are also changing the steering geometry of the bike by doing this...

Best/easiest way to lower a bike for the sake of being able to "flat foot" it is to get the seat shaved. It's possible to lower the seat height by up to an inch depending on the seat design. More often than not, just making the seat narrower will help in getting your feet closer to the ground. Your not changing the steering geometry of the bike either by doing this.

Go to your local motorcycle dealer and ask if they know anyone that does seat shaving....Shouldn't cost you very much either....
