...told this? I was doing a research paper in college. Come to find out only 5% of sex offenses involved children and of that it was from people the child knew. What is it with this stranger. Most, new offenses are from new offenders that have no history. What, constitutes a re-offense for the offender? Not registering on time or them going to see there kid at their school in a play?
