One day I suddenly got a weird error with my graphics card while playing Fallout New Vegas and it said it had failed and told me to restart. I restarted and my monitor started to flash black whenever I moved my mouse, which eventually led to suddenly restarting my computer. It works perfectly fine in safe mode, but whenever it's in normal mode it starts acting up. I've tried updating my graphics card and that didn't help. My uncle thinks it's the monitor and might need to be replace and I think it's the graphics card. Will replacing any of those help?

I've already updated it to the most current version and it still continues like this.
I also found out that my computer runs just fine in normal mode as long as the resolution is set low enough.
