mogul roaming problem

So I have a friend with a flashed mogul and when he's roaming, for some reason, he can't make calls.. He can receive calls and send and receive texts, just nothing outgoing..

He's using Too's rom V3 I believe... I'm not 100% sure though...


Any help?
