Mobilicity vs Wind Moblie?

So both of them have the new $40 unlimited plan, which one should I go with. I want to surf the web, downloading stuff using the there internet, best coverage I am live in toronto but chill in woodbridge twice a week, best reception, no hidden charges. Also which phone would be good. Do any of them offer free tethering? appreciate if you can give me a straight answer
