mobile phone internet?

I have bought a Alcatel one touch mini mobile phone but somehow the settings on the phone are using the internet when i am not using it. I have phoned up customer care without any joy, how do I stop it using the internet all the time, I have tried various settings but it still keeps taking money off me daily without using the internet
