Misc things with my gaming computer, help?

okay, so i have an ATi Radeon HD5770 with 1GB GDDR5. and DX11. Sounds pretty good, but when I go on YouTube I see people playing Crysis completely maxed out with like 60 frames per second or so, and their specs arent even super different from mine, and i have AA off, only get around 15 - 31. With AA I get 6. The only game i have that people online with similar specs get the same as me is Modern Warfare 2 and I get 60 FPS totally max. but the bad thing has been going on for a long time, on my old 9400gt as well. for me it TOTALLY sucked, and for other people, it just sucked. Then I got my new card ad i noticed there was software installed on my computer called "MSI Afterburner", where i can adjust the core clock, memory clock, and fan speed. I played with the fan speed for a minute or so, hearing it and having fun and what not, and i saw the clock speeds and didnt know what they did. Out of insinct i thought it made it faster and just turned it all the way up, but the games wouldnt start and my computer would have to be restarted. I was afraid that i was going to fry my card so I put it back, but was so urged to just turn it up a little. Default Core is 875 and default memory is 1200. So I turned the core to 1000, not all the way up so it wouldn't crash, and crysis was about 3 frames faster, but after 30 seconds of playing it stopped responding and closed, so i switched it about 930. What does the clock speed do, and how come i cant turn it up higher, because of my motherboard? Also what would be the source of my computer being slower than others, even though most of the hardware is similar?

Specs:

CPU- Intel Core 2 Quad CPU Q6600 @ 2.4GHz - A few years old
GPU- msi R5770 Hawk (ATi Radeon HD 5770) - a few months old
RAM- 4GB DDR2 800mhz (Only runs at 400mhz) - about half a year old
HDD- 2 SATAs both 7200RPM 149GB (160GB) - a few years old & 931GB (1TB) - A few months old
PSU- Thermaltake TR2 600 Watt PSU - about a month old
Motherboard- P5KPL-CM "Miniboard" - A few years old

Now I have a feeling that the motherboard is why my games seem slower than other people's but i thought the motherboard didn't effect the game itself that much, just your hardware's capabilites and what hardware can go. Also some say it is my CPU, but i replaced a Dual CPU @ 1.6GHz with this one and noticed almost no difference.
