Minicipal court law suits?

I got a ticket in the mail from Metro Link, a local train station today. They said that I was on the train on December 15th, 2008. Which in fact I was NOT. Someone used my identity and got a ticket in my name. Now I have to pay a $100 fine. Is that a law suit against Metro link for not having the proper security? They should check people's ID. and if they don't have ID they should arrest them right then and there.
 
You will need documentation that you where not on the train and that you didn't buy the ticket..consult with a lawyer..and fight this in court..if some one stole your identity..that is a serious crime..
