mini bike smoking please help?

It lost all its power and just powered out white smoke. The pro. at the dealership said it was a stuck choke, But my dad has been a mechanic for 40 years and he said he has never see a stuck choke do this. The guy charged us $40.00 to fix the choke and clean the spark plug.IS THIS TRUE.
 
White smoke can be caused by water being burned.
A stuck choke would usually cause black smoke.
