Military visitaion question?

My GF has an ex-husband that is based in Germany. He has only used 3 weeks out of 12 weeks provided to come home to visit his 5 year old son. So that is then 3 years that he has came home for only one weeks each year. He does pay child support, but does not try to find out what is going on in his sons life or call to talk to him. We were wondering how the law worked in this sort of situation. His son asks about him and he does not come. We tell the father that his son wants to see him and nothing. But now he is trying to set up a time for this 5 year old boy, who will be 6 then to come and see his father in Germany. My gf has refused because he cannot take the time to visit him as well as the fact that 3 weeks in 3 years does not let a child so young to even really now a person.
Our questions are first, can the father take legal action if she refuses to send their son?
Can she do anything to make sure that the father visits more often, or at least corrisponds?
And lastly, is there a way that I could adopt this boy of mine that I have helped raise since his dad left for the military? Me and my gf were talking and we both would want me to have custody of her son if anything were to happen to her since we have had two children of our own. And if there is not a way to get custody, would there be a way to insure visitation at least if mom passed away or something else bad happen to her?
