Second, they only have the power of whomever is higher ranking then they are
Third, all they do is award themselves medals and stand by in a safe place and bark orders to lower ranking officers who then pass it along to the enlisted who are the real fighters. Just walk through Arlington Cemetery and read the ranks on the stones, enlisted outnumber the officers.
