MILITARY BENEFITS FOR A WIDOW?

Can a widow of a retired military soldier whom has been deceased for 3 years entitled to collect a widows pension and half or 55% of his retirement pay?
 
A widow will collect a widows pension only if the soldier paid into the SBP (survivors benefit program). If they elected out of this program she is not entitled to anything. other than health care and PX/Commissary privileges.
