Might get T-mobile Dash(older model)?

I might get this phone. but someone said to get apps for it i have to pay for the internet, then someone said i can use WiFi. so with the apps would i need pay the $10 a month internet. for Windows Mobile 6 do i need to pay for the internet or use WiFi.
