mid to late 90s dodge caravan brakelights?

I have a friend who has a dodge caravan. The blinkers and the 3rd brake light work however the brake lights in the tail lights themseves do not light up when the brakes are applied. I dont think its the brake switch because it still activates the 3rd brake light and I dont think it would b a fuse because becuase once again the 3rd brake light lights up and I would think it would all b on the same circuit. My friend doesnt have much xtra money just the same as most other people in todays economy which is why she has asked for my help however my shade tree experience is more mechanical then electrical so any ideas would b greatly appreciated.
