Microsoft .NET Framework 3.5 Error. :(?

I use a Windows Vista Compaq Laptop. I want to play this game, but it requires Microsoft .NET Framework 3.5, not the Service Pack 1. When I click "Start Download" this message pops up in another window, and it reads as "Internet Explorer cannot Display the Web page." Has anyone every had this problem? Help pretty please :(
And, is .NET Framework 3.5 the same as .NET Framework 3.5 SP1?
