Mercury 150 efi runs then dies?

I have a 1996 mercury 150 efi and I recently ran it for the first time after winterization and it was running fine I backed off the throttle when passing someone in a narrow area and when I went to throttle back up it ran then died. I primed the bubble then it ran and then died again, then primed again. The less throttle I give it the longer it runs but it seems that it cannot run on its on without priming. I replaced the primer and checked the fuel lines from the solenoid to the diaphragm in the motor. I have 2 fuel tanks and it repeats this activity with both tanks. I am being told it sounds like an obstruction in the line but whats the probability of this happening in to fuel lines at the same time? Is there anything in the motor that would be causing this problem? Thanks for your help
