short block bolt up? 1. will the new engine block physically bolt up?
2. are there any related performance issues?
 
Regarding your two questions, even though I am not a marine mechanic and have not worked on engines much, I know enough about part hunting and engines to answer your two questions.

#1. Absolutely not. Most outboard engine manufacturing designs change every 2 to 3 years so you can forget that idea. Not to mention you have a completely different power pack and electronics setup made for a newer powerhead.

#2. It won't fit on the powerhead mounts and it won't run, plain and simple.
