Mechanics did not check my car properly for it's MOT/ experienced poor

service. Who should I complain to? I had my car MOTed since passing my driving test earlier this year. It was done in the beginning of August. The garage I went to was an independant one where I stay. I was working full time at the hospital when my MOT was being done and had to miss alot of my work due to it, unpaid.

Whilst the manager was quite decent, his service was appalling. I sat and waited for over an hour whilst they checked it. All that needed doing then was a change of coilspring and windscreen wiper blade, which I was fine about. I went back to my work, and got a call to say my alloy key was missing for removing the alloys to put coilspring on (my Mother's fault due to emptying everything from my car-previously my sisters- into the garage and not notifying me). So they had to burn the bolt off and sort it out. The manager then promised my car would be ready AND no other problems, to collect at the back of 4pm that day.

However, when I rung again, he said another problem had come up. I insisted that due to my hectic work, it would need to be sorted the next day. He agreed and that was that, saying that two of his men would go and collect my car fro my work next day, providing I provide the keys.

Next day, I did, and found two of the men smoking near my car. I challenged them on this, as I am a non-smoker and refuse to let anyone smoke in my car. They said they wouldnt, however, when later picking my car up, noticed the foul stench of cigarettes. The manager dismissed this.

However, the thing that angers me completely is that my car was NOT checked over completely. According to online and on car sites, the MOT should cover things like brakes, horn and seats. Whilst my back seats were checked, I later found out the passenger seat is broken. The seat will not adjust correctly. This is very hard as I frequently drive my Nan in the car and she has had health problems and heart failure so needs the seat to be adjusted to her comfort, which she simply cannot. I certainly did not brake that seat after the MOT, and feel they should have checked.

Who can I complain to a) about the standard of service (the manager unfortunately owns the whole place) and b) them not doing their job properly and making sure ALL my car seats were safe?
Stuart H- Did I say the alloy thing was the garages fault? No. I didnt empty the car remember! Secondly, tried VOSA said that they couldnt do much.
Thanks Technical- I see your point. But I was thinking from a safety issue regarding the adjustment- surely if it isnt working correctly, supposing I had to brake hard or had a crash? The person in the passenger seat, irregardless of wearing a seat beat or not, would be brought forward onto the dashboard, or jolted back which could result in whiplash (head restraints ok though)
