Mechanic question on a 1995 Honda Civic?

When I turn the ignition on the check engine light stays on and the fuel pump doesn't run and engine will not start. If I leave the ignition switch on for about 10 minute, the check engine light will go out and fuel pump runs for 3 second then the car will run.

Any Idea whats going on here?
