Measuring pc idle time?

I'm searching for a small application (portable) that can be used to measure the actual usage time of a computer running Windows XP. Meaning, how much time per day a pc is actually used (usage means the mouse, keyboard or both are being used). It should start on windows startup, sit quietly on the tray and have the option to ignore times smaller than a set value (for example, in order to log the time not used, it should be more than 10 minutes)

Any ideas?
I have not found >any< tools already in Windows XP that can do this. Even so, I would prefer an application because most of the computers this will be installed on do not offer administrator access. So,

- Portable
- No administrator access
