mazda rx7 fail smog due to high HC and CO?

I tried to smog my 88 rx7 turbo. First time it failed due to high HC. So, i changed spark plugs and wires. Now, the second time it fails as a "gross polluter" with high HC and CO. Anyone know what is the issue here? catalytic converter?

Also before spark plug change the car was impossible to start when hot.

Here are the numbers...
First time:
15 mph:
%CO2 - 14.0
%O2 - 1.3
HC - 234 (FAILED !)
CO - 0.02
NO - 274

25 mph:
%CO2 - 14.2
%O2 - 0.9
HC - 95
CO - 0.03
NO - 48

Second time:
15 mph:
%CO2 - 12.2
%O2 - 0.9
HC - 638 (FAILED !)
CO - 3.30 (FAILED !)
NO - 41

25 mph:
%CO2 - 14.4
%O2 - 0.4
HC - 96
CO - 0.14
NO - 53
