My cars wheelbase is 102.6. The tires only fit 13 inch rims. Is it possible to get a tire a size bigger, the size they use for 95-97 civics?

Sure, if you buy 14" wheels to go with them. P185/65R14 85S (the size used on later Civics and Protege's) is a perfect +1 from your current P175/70R13 82S sized tires. As a performance gain in modern terms this would be considered extremely tame so I'm not sure why you want to do this.
