mazda gas tank question?

i have a 1998 mazda protege and the gas tank is said to be 14.5 gallons from Edmund's.com. However when i fill it from e to f it is only about 11gallons that it takes. So does that mean that it has a 3.5 gallon reserve and the gas Gage only shows the 11 gallons. Any input would be very helpful. Thank you
yes i thought that it was alot too but i just double checked on the tank size and it is 55 liters which is about 14.5 gallons. The needle was on the e reading when i put 37 dollars in and it filled it. It was about 11 gallons. So does that mean there is about a 3 gallon reserve
When you look up a new tank to replace it they are all 13.2 gallons? This is really wierd. Any input is great. Thank you
 
Gas gauges typically will read empty when there is still a gallon or so left in the tank, giving you a few more miles to make it to a gas station. So in a way, it is a reserve.

However, 3.5 gallons is a lot, especially in a small tank. It's possible that the fuel level float in the tank may be out of calibration, thereby giving an artificially low fuel level. I had a gas tank replaced in a 2001 Hyundai Elantra and the gas gauge was never quite right at the low end after that.
