mazda 626 1996 model starting issue?

my uncles mazda will not start. he had his engine replaced due to a cracked block. with the brand new engine in it still want start. power is going intothe distributer and coil but its not coming out to allow the car to stop. why?
 
you wrote, 'power.... not coming out to allow the car to stop?' Did you mean start? Are you saying that no spark is being produced (when you pull the s.p. wire- is there an arc? Elaborate, how can we help you diagnose an engine problem when you give few details. It could be many things.
