The first thing to do is to make sure the rear brakes are right!
If the pads and/or disk (or drum) are worn beyond specifications, the hand brake will be sloppy.
Also if the car has not been operated in such a way that the self adjusting features of the rear brake have not been used as designed, the hand brake lever will be sloppy.
Take it for what it is worth, but I have never had to adjust the lever, because every time that this condition existed in a car I was repairing a good inspection of the rear brakes found the problem to be else where.
