Marlin Camp 9 Carbine question: Does it require the mag to dry fire?

I just picked up a camp 9 carbine and I tried dry firing it but when i pull back on the charging handle nothing happens, Does the camp 9 have to have a mag in the reciever in order to complete the action and fire the thing?

not sure if i got ripped off or not or whats causing the problem figured Id ask before i take it apart.
 
It has what is known as a magazine disconnect no doubt. It will not fire without a magazine in the gun. Plus if there is no magazine or an empty one in the charger will stay in the back position.
