(Manitoba) Mazda protege 98, rebuild engine or replace it?

Well this is strange. My car is a mazda protege 98 1.4L AT. A mechanic says the engine has seized he says a bearing has welded onto another bearing. He basically wants to replace the engine rather than repair it. I want to save some money and rebuild it. I did my own research and found out that replacing an original engine with a used one is a temporary fix and sooner or later the used engine will develop problems of it's own.
After insisting to rebuilt the engine, I got the following reply from the mechanic, in his email he write

"I want nothing to do with you or this car, make arrangments to get it fixed somewhere else. You have one week or ill sell the car under the garage keepers act. "

Let alone the tone of communication, can they sell a car parked in their repair shop ? I know it's incurring storage costs but still?

Eitherways I wanted an intelligent opinion on this. I prefer to analyze a situtaion from every possible corner and save as necessary. but some people like this mechanic obviously don't' see it through.
