Making PSD to HTML/CSS?

Can somebody tell me what is the best way for me to make a html/css design for my site, using a PSD i created.

Do i have to make the css myself?
If so how should i?

It wouldn't take css, it would take much more soffisticated programming.

If you want the image to open on the client, then it would take either a Java Applet or ActiveX control.

And, if you want the image to open from your server, it could be programmed with any language. But be careful, PSD is a proprietary technology.
