making my concealer waterproof ? applying powder after to set it ? HELP ! 10 points,?

okay well, im using a concealer and it isn't waterproof . If i apply it underneath my eyes and over a blemish, then set it with a powder. Will it stay all day and not move when it interacts with water ?
