making layers with html codes? codes/suggestions?

i have an assingment i having trouble with for my web design class, the problem im running into is i need a certain picture to be a background image. how do i layer the codes or images or what code do i use? i need the image to be background and the text and a few smaller images to be visible and overlap teh background image
 
have you heard of z-index
it's like layers
things can be positioned in front, behind, or in between
go to w3schools to learn about it

ps it only works with absolute or relative positioned elements
