Making International Calls from Australia to the United States on a Mobile?

Ok so im trying to make a phone call from my mobile in Queensland, AU to a mobile in Maine, US
so after some digging i came up with the US international mobile code which is "+1 251"
so i use that code with the number i was trying to contact and it sent a text msg perfectly
but now when i try to ring that number i just get "call failed".

Any ideas?
