Making a set of LED's flash a certain way using a PCB?

I'm working with my brother-in-law to modify his car so that he can have a set of amber LED's flashing in his back window the same way police car caution lights do.
We are starting from scratch so this is going to be an interesting project.
I'm looking for any suggestions, or help that someone more experienced in circuit building can provide.
What we want to do is create a circuit (or multiple circuits) that can make 8 LED's flash in these sequences.
(they flash in order of the numbers)
1 -- 2 -- 3 -- 4 -- 4 -- 3 -- 2 -- 1
1 -- 2 -- 3 -- 4 -- 5 -- 6 -- 7 -- 8
8 -- 7 -- 6 -- 5 -- 4 -- 3 -- 2 -- 1
1 -- x -- 2 -- x -- x -- 2 -- x -- 1

i honestly have no clue how I'd get them to blink in that sequence
at a pace quick enough to make them effective...
.
if anyone can give me instructions on how to make such a board(s), tips, or references to electronic devices / boards that already do this
(flash in that sequence, NOT already assembled bar lights)
I'd be grateful...
