Making a HTML webpage?

Okay so for my Computers class, I am supposed to make a webpage (html). A basic webpage about tattoos. And the professor is NO HELP at all, therefore I'm so lost as to how to begin. Like I know you're supposed to go to notepad and type in all the format codes, but how do i save the notepad file as a html document? And it says i have to use the command prompt? I don't know what that's for.
