Makeup makes my skin flaky?

I use Revlon's PhotoReady liquid foundation, and have been using it for quite some time. I have oily skin, but in the winter my skin becomes dry (as everyone's does). I use a Coco Butter Illuminating moisturizer from Vaseline, and it works great, I also use Clinique's Dramatically Different Gel, which also works well. My skin is dry when I come out of the shower, but after I moisturize it's all good until I shower next. But even when my skin looks and feels soft and moisturized, the second my makeup (any makeup, I've tried 3 different foundations) the flakes come back. Any suggestions? Thank you.
