make chrome open in only one window?

i want to limit the amount of windows chrome can open so that if i reclick the desktop icon, for example, it will just reopen the window i have already created
 
Very good question, yet no answer ?
Chrome irritated me for years with it's minimalistic approach, and lack of some settings eg -
- Remember last Tabs (It now does that)
- No option to prevent multiple windows
Do Google have any Analysts on their staff ? ? ?
