Mac OS X "Color Labels" In WinXP??? GarageBand for WinXP???

I was wondering if there is a free program (no torrents, please) that creates "color labels" like in Mac OS X (the label behind the text saying the file, folder, or application name). Help!!!

Also, is there a free program that's a GarageBand clone? I've heard of Mixcraft but I was wondering if there's any others. (Yet again, no torrents please!)
