Lower pH in Fish Tank.?

I have had my fish tank for over a year now and my pH is stuck at roughly 8.5. I have tested my tap water, which comes out at pH7, so when i replace some water the pH drops a bit, but after a few hours it is back up to 8.5. The pH doesn't ever go over 8.5.

I have recently bought an air pump, because i was told that a high pH is due to not enough CO2 in the water and i thought that there would be enough CO2 in the air to make my pH go down, but it is still stuck at 8.5.

I have been down to my local pet store with the contents of my tank

(sand and gravel base)
(a piece of drainpipe)
(some yorkshire stone)

and they told me that nothing would be raising the pH, but is there something that keeps it at the same level, i.e some form of pH leveller??

it is only a small tank (60 litres) with an onion plant and 2 fish, but i would like to get it sorted so i can have more.

also, what is the best way to grow healthy plants?
