Low-energy light bulb flashing when power switched off -- why is this happening?

Several months ago I fitted a low-energy 100W (equivalent) bulb in my bedroom ceiling light, and a 40W (equivalent) in the bedside lamp. Just recently when I've switched off the main ceiling light, not only does it "glow " but it flashes quite brightly for quite a while afterwards. The flashes occur approximately 20-30 seconds apart.
