Low beams on jeep not working but side marker lights stay on all time?

i noticed my headlights dont work and my side marker lights stay on but when i turn my highbeams they work but they dont click and stay on then when i turn the headlight switch to the auto position they headlights flicker on and off and the interior and dash lights flicker also. what is wrong?the bulb itself?a fuse?a relay? a switch? its a 97 jeep grand cherokee
