Jared Loughner, the man accused of shooting Rep. Gabrielle Giffords and killing six others, will plead guilty Tuesday, a source familiar with the deal told Fox News.
A psychiatrist will testify that Loughner is competent to stand trial and understands what he did.
It is up to a judge to decide whether to accept that Loughner is incompetent, and to accept the plea.
Loughner is accused of a mass shooting outside a Tucson grocery store in January 2011 that left six dead. Thirteen other people were wounded, including Giffords, who later resigned her seat in Congress to focus on her recovery.
