The conch shell can be the symbol of civilization. Ralph proposed from the get go that if someone wanted to speak they had to hold the conch.
The pig's head on a spear is a good symbol of savagery. Jack didn't believe in rules or order. Without the presence of adults, Jack felt that this was the opportunity to kill animals for the sake of pleasure.
