Are you thinking about a production frame or a custom frame? If it is custom the builder should be taking all your measurements. If it is a production frame, here you go. Note that these are rough guides and are subject to variation based on the combined measurements and the way the bike is built.
The most important FIT measurement on a track velo is the top tube. To determine this, sit down on a hard seat so your legs hang down. Sit straight, look ahead, and stretch your arms out to your sides and parallel to the ground. Have someone measure the distance between the top of your pelvis and your wrist bone. Subtract about 10 to 15cm depending on the stem length and saddle offset you are planning to use.
Of secondary issue is the standover height. Track bikes tend to have VERY high bottom brackets and short seat tubes so you really shouldn't go by frame size. Standing, in stocking feet and wearing tight fitting shorts measure from ankle bone to your perenial (or crotch) bone. This should probably be done by someone you, er, trust.
Your overall height has almost nothing to do with sizing a bike- especially a track bike- except during final adjustments.
