Looking for the name of an 80s sci-fi

Hello, can someone help me out with this...

I saw a movie some time ago as I recall it seemed to me to be an 80s movie, maybe 90s though.

The film was set in a future where citizens where obliged to wear headband which inhibited their intelligence except for those who controlled the society.

I enjoyed but it's not the most cheerful movie I've ever seen.
It's been filmed twice: in 1995, as a feature with Sean Astin and in 2006 as a short (with no one I've heard of) which Kurt Vonnegut is supposed to have liked.
Not easy to find as I recall. "Other means" were required, as I recall.
