looking for phone...lots of questions

Im looking for a phone. I was thinking about getting a moterolla Rokr or a Sanyo or Samsung phone. The price i want should be aroudn $150. Is the Rokr a good phone? there are 2 phone on the print website that are both $150, are they good.

I want to be able to buy a new, not used phone...just the phone and SIM card. I dont want all the rollover minutes, 100 text messaging deals, etc. with the phone. Just the phone and SIM card. I want to be able to get the phone and get my parent to add me onto their plan. I was thinking about going to buy one off eBay. But not usre it SIM card is included. Please help

Yeah go to Cingular ask them to add another plan to current plan and get the Moto ROKR. Should be $150 with a contract. Well at least thats what CINGULAR site says.
