I would say get two shoals, one of like six guppies and one of neon tetra. Both are very colorful and active fish that are very fun to raise. Get only male guppies though or after a month or two its gonna be a bloody convention.

I have a 20 gallon tank and I have kept smaller fish in it before. This time I want a somewhat larger fish that I can keep in there with a few shoaling fish and thats it. What are some suggestions of what could fit in there comfortably? Would it be better to just keep a few groups of small shoaling fish?

Larger is relative to what you've kept before...

A Dwarf cichlid of some type would be a good centerpiece fish ...
German Blue Ram has a wider tolerance for water chemistry than most and the Electric Blue Ram is a good centerpiece that want outgrow a 20g.
You could house a pair of either of those or look at Nannacara anomala.

.... these would still allow you to have a shoal of smaller Tetras like Silvertips (6-12)

... and 3 Corydoras Catfish of your choice.

Usually larger fish need more space, if you want a combination of medium sized fish and shoals, I'd recommend upgrading to a 50g or larger.

For a 20g tank, I would recommend only getting one shoal of fish as two shoals of six would require more space. Choose danios or tetras, preferably the smaller type and you can have about 6-8 as one shoal in that sized tank. Make sure to provide lots of hiding places for your fish as well as plants either plastic or live, although live is better to provide oxygen in your tank. Adding an air pump will help circulate the oxygen around the tank, adding a nice look and also making your fish healthier.

If you're not interested in installing a heater, you could have a shoal of white cloud minnows, they're very lively fish and would thrive as a shoal of 6-8 in your tank.

Good luck!

Put an algae eating catfish in there he will grow up to 5or6 inches long in about 2 or 3 years and will not harm the other fish.

These are fish I think are cool.
