Looking for cheapest phone that can do voice recording

hi all.

I'm looking for a cell phone that has the ability to do voice recording. More importantly the phone should be able to record around 1hr worth, and of course use some sort of memory stick storage.

Also, price is important factor, so what are the cheapest phones out there with this ability?
